Mohammad Jafar Kabiri was born in 1988 and has a degree in economics. He has previously held several executive positions, including Deputy Minister of Cooperative Affairs at the Ministry of Cooperatives, Labor and Social Welfare, Advisor to the Minister of Commerce, Industry and Mines, Senior Advisor to the State Trading Company of Iran, and Member of the Board of Directors of the Kish Free Zone Organization.

Kish Island is a resort island in southern Iran located in the Persian Gulf. Kish is one of the major tourist destinations in Iran due to its free trade zone, entertainment centers, tourist attractions, and numerous hotels, and is visited by about 12 million tourists annually.

Kish Island is the third most visited holiday destination in the Middle East after Dubai and Sharm El Sheikh. Tourists from many countries that Iran usually requires a visa for are exempt from obtaining a visa for Kish. The island borders Iran to the north, the Strait of Hormuz to the east, the United Arab Emirates to the south, and Bahrain, Qatar, and Saudi Arabia to the west.
