He was born in Eskişehir in 1936. He was among the first graduates of Eskişehir Economic and Commercial Sciences Academy in 1962. He became a doctor in 1966 and an associate professor in 1968. In the elections of April 18, 1999, he was elected as the Mayor of Eskişehir Metropolitan Municipality. Then he got re-elected in the years 2004, 2009, 2014, and 2019.
