Yin Yong was born in 1969 and holds a doctorate degree in Engineering. Yin is currently a member of the 20th CPC Central Committee, a deputy to the 14th National People's Congress, Deputy Secretary of the CPC Beijing Municipal Committee, Secretary of the Party Leadership Group of the People's Government of Beijing Municipality, and Mayor of Beijing. Previously, he served as deputy party secretary of Beijing, vice mayor of Beijing, and vice governor of People's Bank of China.

Beijing is the capital of the People’s Republic of China and one of the most populous cities in the world.

It is also the second most populous city in China after Shanghai and the political, cultural, and educational center of the country.
