Eldar Azizov is the head of the Executive Authority of the City of Baku since November 15, 2018. he holds a graduate degree in History from Azerbaijan State University. he has served as the head of the International relations department at the Central Election Commission of the Republic of Azerbaijan, the first deputy chairman of the Department of external relations and investment programs of the Executive Authority of the City of Baku, deputy head of the Executive Authority of the City of Baku and deputy of the Supreme Council (Parliament) of the Republic of Azerbaijan. In 1980 he was awarded the "Order of Honor" and in 2017 the “Order for Service to the Homeland”.
